The Journal of Policy Analysis and Management (JPAM), the official publication of the Association of Public Policy Analysis and Management (APPAM), is the world’s leading outlet for peer-reviewed public policy research. JPAM publishes innovative and empirically rigorous research that meets the highest standards of scholarship across disciplines and policy domains.
In recognition of the critical need to understand the public policy implications of COVID-19, JPAM is excited to announce a Special Call for Papers on the Public Policy Implications of the COVID-19 Pandemic.
For this special call, we seek papers that address questions such as:
• What were the causes and consequences of local, state, and federal policies targeted at coronavirus mitigation (e.g., stay-at-home orders, school closures, business closures, etc.) on outcomes relevant for COVID-19?
• How did various components of the federal policy response and other legislation (small business loans, pay-check protection grants and loans, direct financial support to families, etc.) affect economic, health, and social outcomes in the United States?
• How did some of the federal and state guidelines indented to limit the spread of the virus (social distancing measures, stay-at-home orders, etc.) affect economic, health, and social outcomes in the United States?
• What are the economic, health, and social effects of the COVID-19 pandemic for the most vulnerable populations, such as the elderly, children, minorities, and those with underlying health conditions? To what extent has the pandemic exacerbated pre-existing economic and health inequalities?
• To what extent do existing public assistance programs (e.g., Food Stamps, TANF, Medicaid, housing assistance, childcare subsidies) and social insurance programs (e.g., unemployment insurance, Medicare, social security) ameliorate COVID-19-related inequalities in economic well-being and health among various segments of the U.S. population? What are the gaps and the weaknesses of the U.S. safety net that are being exposed by the COVID-19 pandemic?
• What problems in the U.S. health care system are being exposed by the COVID-19 pandemic?
• What lessons can the U.S. draw from the differences in the government responses to the COVID-19 pandemic by other countries?
This special call is a declaration of JPAM’s commitment to publish articles related to public policy implications of COVID-19 in a time-sensitive manner. Accepted papers will be published in the immediately following issues of the journal on a rolling basis under the banner “Public Policy Implications of COVID-19.” Editorial review will be consistent with this time-sensitive objective. We are particularly excited to announce Professor Christopher Carpenter (E. Bronson Ingram Chair and Professor of Economics at Vanderbilt University) and Professor Hilary Hoynes (Professor of Public Policy and Economics and Haas Distinguished Chair in Economic Disparities at the University of California–Berkeley) as the advisory editors for the special call. The articles accepted for publication under this call will be determined based on the feedback from peer-reviewers along with the assessments of the editorial team for the special call, Erdal Tekin, the Editor-in-Chief of JPAM, and the advisory editors.

The multi-disciplinary nature of JPAM is one of its unique strengths as the journal benefits from attracting the very best scientific contributions from scholars across a diverse range of disciplines.
